Who would have imagined that such hard-nosed developers as Treasury Holdings would become the first of their breed to involve local people in designing a major scheme? Yet that is what's happening with the second phase of Spencer Dock. The idea of adopting a community planning approach came not from Johnny Ronan or Richard Barrett, but from Treasury's development director, Rob Ticknell, who had done it before with the Berkeley Group in Britain. And they all say it has gone "amazingly well" so far.
