The Spire might be almost finished but there's still a whole range of improvements and measures yet to be put in place before the long-awaited regeneration of O'Connell Street is complete. Paris has the elegant Champs Elysses, Barcelona the hip Las Ramblas, and we have O'Connell Street with its take-aways spewing litter day and night, neon signs dotting the landscape and pavements displaying unsavoury evidence of the night before.
