The controversial Carlton Cinema site on O'Connell St, Dublin is to be sold off for a major multi-million euro development. But it could cost Dublin City Council about €30m in compensation for the owners of the prime property under the compulsory purchase order (CPO) approved yesterday by Bord Pleanala. And a High Court challenge to the move is being considered which could delay the rejuvenation project significantly, it was learned.
