Dublin Corporation has made a compulsory purchase order for a major site at Upper O'Connell Street earmarked for the Ł150m Millennium Mall. The site comprises 45-47 O'Connell Street Upper and includes the office block occupied by Fingal County Council, a derelict site at 50/51, the old Carlton Cinema, buildings occupied by Dr Quirkey's Goodtime Emporium and Carroll's Gift Store. A "chicken and egg" style row has been brewing between the local authority and the owners of the site which is central to corporation plans to restore the street to its former grandeur.
