Major new plans for Dublin's Spencer Dock area have been drawn up and developers hope they can speed them through the planning process to allow construction to begin this summer. Treasury Holdings has gone back to the drawing board for an "entirely new" docklands scheme, including a National Conference Centre, which is significantly lower than the one rejected by An Bord Pleanala last July, a spokesman for the developers said.
